For one brief moment, I thought the city of Ottawa was about to do something rational to help the more than 350 homeless families it has stashed in motel rooms across the city. What caught my attention was a headline in this newspaper saying âCity eyes private leasing for affordable housing.â
Yes! At last, an obvious idea about to take hold, but no, eyeing and acting are completely different things, as the story explained. When it comes to a certain type of city bureaucrat, itâs never too soon to delay.

Ottawa council has given city staff the go-ahead to study a novel approach to increasing the number of desperately needed affordable housing units in the capital by leasing directly from private-market landlords.
Staff are scheduled to review and make recommendations on the feasibility of whatâs called a âhead-leaseâ program by the second quarter of 2022 â a timeline some believe will cause the city to miss out on a fleeting period of friendlier rental-market conditions.

As a city, Ottawa needs a culture change. We need to stop managing crises and get ahead in preventing homelessness.
13,000: This is the number of people on Ottawa’s waiting list for affordable housing. And 2,000: That is the number of those residents who are without a home, who are using emergency shelters. The rest simply require affordability in their current homes. Those numbers do not include women fleeing violence, who are staying in Violence Against Women shelters for which there is little clear data.
