The Government Accountability Office told lawmakers enforcement, through expanded reporting, of agencies’ supply chain security activity is “the thing that has to happen.”
The National Institute of Standards and Technology will first take stock of work they’ve already done and may not ultimately develop new standards to meet its obligations under an executive order issued in May responding to a string of major breaches into federal and critical infrastructure networks.
“Our preliminary look at fulfilling the requirements within the executive order will be to identify existing guidance or even specifics within existing guidance that we can call out and consolidate for use by the agencies,” said Matthew Scholl, chief of the Computer Security Division at NIST’s Information Technology L ....

In the wake of the SolarWinds hack, a former presidential adviser was emphatic about the government’s need to require more from providers of software and cloud services.
Researchers agree about the level of sophistication the perpetrators of the hacking campaign have employed in order to pull off the level of access they now have to sensitive systems and communications. But newsreports have also suggested the attackers were able to take advantage of weak cybersecurity practices at SolarWinds, the software company which distributed the malware-laced update to its broad customer base. The report compares whether or not 23 civilian Chief Financial Officers Act agencies have implemented seven foundational practices for risk management policies from developing an agencywide information and communications SCRM policy to creating SCRM standards for potential suppliers.
Six agencies have established a process to conduct an SCRM review of a potential supplier, the highest adoption rate of any of the seven practices. On the flip side, none of the agencies has established a process to conduct an agency-wide assessment of their information and communications technology supply chain risks, and 14 agencies hadn’t established any of the suggested practices. ....
