Lawmakers vote to move cases out of Franklin Circuit Court

FRANKFORT, Ky. (AP) Kentucky lawmakers gave final passage Wednesday to a bill that would curtail the statewide influence of a circuit court traditionally assigned high-profile cases involving state government.
The measure sent to Democratic Gov. Andy Beshear reflects a long-running goal of many Republican lawmakers to steer cases away from Franklin County Circuit Court. By bypassing that circuit, the bill would dramatically change the way lawsuits involving state government are handled.
Under the bill, cases dealing with the constitutionality of state law, executive orders or administrative regulations would be heard in the plaintiff’s home county. Those cases now are traditionally tried in Franklin Circuit Court, in the state capital of Frankfort. ....

Kentucky Republican lawmakers ignored cries of overreach from their Democratic colleagues Friday and approved in committee two major bills challenging Gov. Andy Beshear’s emergency orders to curb the coronavirus pandemic.
Separately, another committee did not act on a bill that would reshape the state’s courts system after Kentucky Supreme Court Chief Justice John D. Minton Jr. railed against it. ....

FRANKFORT, Ky. Kentucky Auditor Mike Harmon announced both he and his wife tested positive for COVID-19 just one day after receiving the vaccine with other state officials.
Harmon said his wife tested Tuesday morning after she found out she may have been exposed to the virus. After her positive test, Harmon also got tested. Both came back positive.
My wife and I only have mild symptoms thus far, and are taking all necessary steps to self-isolate and follow the recommendations of public health officials and the CDC, Harmon said. ....

Lt. Gov. Coleman, Chief Judge Clayton Among State Leaders to Receive COVID Vaccine


More state leaders received the vaccination against COVID-19 on Wednesday, including Lt. Gov. Jacqueline Coleman, Chief Judge Denise G. Clayton of the Kentucky Court of Appeals, acting Kentucky State Police Commissioner Phillip Burnett Jr. and Emergency Management Director Michael Dossett.
Other state leaders who received the vaccine on Wednesday included Gov. Andy Beshear’s chief of staff, La Tasha Buckner, and his senior advisor, Rocky Adkins, and Virginia Moore, executive director of the Kentucky Commission on the Deaf and Hard of Hearing, who has been instrumental in helping Gov. Beshear reach more Kentuckians during the pandemic.
Their vaccinations follow the first vaccinations in Kentucky on Dec. 14, when the first round of hospitals began receiving and administering 38,000 doses of Pfizer-BioNTech vaccine to front-line health care workers. On Monday, long-term care facility residents and staff began receiving the Pfizer-BioNTech vaccine through Walgreens and CVS, ....
