From one debate to another: Town, county set to consider possible fairgrounds move in January


A future home for the Teton County Fairgrounds could be up for debate as soon as January.
Town and county elected and appointed officials are ready to discuss whether there’s a better location for the fairgrounds, whether the space could be better used for housing, and how to preserve Jackson Hole’s “Western heritage.”
But with the conversation coming on the heels of planning for northern South Park, at least one official is worried that people won’t be ready for another major undertaking.
Still there could be some overlap between the wishes of housing-focused electeds and fair officials when it comes to the future of the fairgrounds. ....

County pauses South Park planning to decide whether more 'expert' and landowner input is needed


The neighborhood planning process for northern South Park is paused and may be delayed as the Teton County Board of County Commissioners considers whether to give an advisory committee more opportunity to weigh in.
After a debate about slowing down a process that was intended to be “quick” — about eight months, wrapping up around July — the five elected officials took a step Monday towards delaying the planning process by three or four weeks. It is already about a month behind schedule.
“Let’s be smart about this, let’s use the experts in our community,” Commissioner Greg Epstein said, after he and Commissioner Mark Barron lobbied for the change. ....

Northern South Park steering committee brainstorms density, open space, layout for future neighborhood


The seven-member committee tasked with advising Teton County on the ongoing neighborhood planning process for northern South Park didn’t reach any firm conclusions Thursday and Friday.
Instead it spent four hours over two days brainstorming what should be considered when the town- and county-funded consultant Opticos Design Inc. and its team come up with three “alternatives,” or options, for how northern South Park could be developed. There will also be a fourth “no action alternative” that will lay out what could happen if the area is developed under existing zoning.
Open space, pathways and transportation were all discussed.
But the most consistent conversation concerned density and how many units of housing could be developed in the area just south of High School Road. The steering committee did not, however, land on a set of numbers for the county and its consultants to study in the “alternatives” that will be presented in coming ....

The link is live for people who want to watch this week s meetings of the steering committee advising county staff and its consultant, Opticos Design, Inc., on the neighborhood planning process for northern South Park.
The seven-member committee includes Kelly Lockhart and Nikki Gill, representatives of the two landowning families in the area just south of High School Road. It also includes five members from various walks of life in the community and, from 9 to 11 a.m. Thursday and Friday, all seven members will begin advising Teton County on what to include in modeling exercises for the area. The end result of those exercises will be three alternatives — essentially options for developing the area — and analytical models that will then be released to the public for comment. The feedback will inform what, exactly, goes into the final neighborhood plan.  ....

Contention over process as Conservation Alliance unveils model detailing vision for northern South Park


Reactions are mixed to the Jackson Hole Conservation Alliance’s high-level financial model for northern South Park, which lays out the nonprofit’s vision for the area as a 71% deed restricted housing development with 200 acres of open space conserved elsewhere
.
“We wanted to start the conversation and help the community realize what was really on the table and what we could really accomplish in northern South Park,” Community Planning Manager Brooke Sausser said. “To us that means building a neighborhood that honors our ranching heritage, respects the needs of our essential workers and sustains healthy wildlife.”
But people planning the area were concerned unveiling the analysis now may have jumped the gun. ....
