Galesburg Council approves incentives for future downtown brewhouse/ venue space

Galesburg City Council on Monday night unanimously approved incentives for a downtown property that's overgoing major renovations with the plan of being a brewhouse/taproom/event venue. Benedict Developers are revamping 185 S. Kellogg St., which is at the intersection with Tompkins St, a block from the Amtrak Depot. Two separate items the council approved will provide up to $287,000 for the work. In total Benedict is performing $2.5 million in renovations, of which about $1.8 million are eligible expenses under the TIF incentive program. The Facade Grant Agreement exists to encourage downtown businesses to improve the exterior of their building. The cost of facade improvements is $187,000, with the city contributing $80,000 or 50 percent of costs, whichever is less. The second part is TIF Redeveloper's Agreement to provide $207,000 in TIF assistance, about 15 percent of eligible expenses. Thompson says this award is consistent with city policies and past awards. Galesburg Council approves $49K grant for Central Congregational's windows

Galesburg City Council on Monday night approved a facade grant for the historic Central Congregational Church.
Central Congregational is eligible for an amount not to exceed $49,125, which is 50 percent of the estimated cost of repairing the windows.
It was recently noticed that a piece of the glazing was damaged.
A contractor who specializes in this type of repair found the “Hitchcock” windows are in a state of disrepair.
They determined the windows needed immediate repair or risk deteriorating more. These are the 3 larger windows on the north side of Central Congregational Church.
The integrity of the window frames have been compromised to the point where the windows move 3 to 4 inches and are causing the windows to twist, which is resulting in broken glazing. ....

Galesburg Council approves $550,000 loan for library HVAC system

Galesburg City Council on Monday approved a $550,000 advance for the Galesburg Public Library to replace the HVAC system at the building they’re currently at.
City Manager Todd Thompson says the purchase is needed even though the library hopes to open at a new building in 2023.
“Although we received good news that the grant went through for the new library, they’re still going be in there long enough and the system’s in poor enough shape that it needs to be replaced,” Thompson says.
The advance will have to be paid back over 10 years at 2 percent interest the first 5 years, and 2.5 percent after. ....

Galesburg Council passes ordinance to crackdown on 'nuisance properties'

Aldermen Bradley Hix of Ward 1 was a driving force behind this measure’s creation.
Under the new rules, a property could be listed as a chronic nuisance under a few criteria. Multiple criminal offenses over a certain time period, if the property is found to lack running water or heat, or there are multiple violations of city rules dealing with trash and debris.
Only offenses going forward will count against properties, not anything that happened prior to Dec. 21.
If a property is declared a “nuisance” they will have to appear before the City’s administrative hearing officer that handles hearings for most types of ordinance violations. The hearing officer could enact a closure on the property or levy significant fines. ....
