Cornelia Downing Manfre is one of six candidates in the July 27 special election for Palm Coast mayor. The election was required by charter following the unexpected resignation of Milissa Holland in mid-May, less than a year into her second term. The candidates who filed to run, all of them paying the $1,140 qualifying fee, are: David Alfin, Kathy Austrino, Carol Bacha, Doug Courtney, Alan Lowe and Manfre.

Palm Coast pays $12,500 to settle lawsuit filed by former HR director

Palm Coast has agreed to pay $12,500 to its former human resources director to settle a lawsuit she filed against the city alleging the city reneged on a severance agreement.
Besides the $12,500 settlement, Debbie Streichsbier will retain all sums paid to her after the end of her employment, according to the settlement agreement. The settlement does not specify what those sums were.
But Streichsbier was paid $17,520 for accrued sick pay, administrative leave and vacation after she was fired from the city. The city then fired an employee who authorized the payment to Streichsbier, saying she had done so without approval from City Manager Matt Morton. ....

Last Dec. 14, Dale Matejka, the landlord at 53B Raintree Place, a duplex in Palm Coast, issued a three-day notice to the tenants, Anthony Douglas Debolt and Jacquelyn Ruehle. They owed $2,137. They’d signed a lease in August 2019, agreeing to pay $1,395 a month in rent. By January 4, the unpaid bill had risen to $3,602. Matejka filed a formal eviction notice in county court.
Florida had an eviction ban in effect because of the coronavirus pandemic. But it expired last October. Some federal protection may still be in effect, however: On September 1, the Centers for Disease Control and Prevention the order titled Temporary Halt in Residential Evictions to Prevent the Further Spread of COVID-19, enacted last year, renewed since, and extending the residential eviction ban through June 30, 2021. Palm Coast legal battle continues between city and former HR director

A judge on Wednesday ordered the city of Palm Coast to clear up some of its legal claims in its court battle against a former human resources director who is accusing the city of breaking an agreement to pay her severance pay.
Former human resources director Debbie Streichsbier filed the lawsuit in June in Flagler County Circuit Court in which she said the city agreed to pay her $36,000 for four months of severance pay along with four months of health care premiums in exchange for her resignation in a severance agreement on March 20. She claims the city reneged on that promise and fired her four days later. ....
