Sri Lanka on Tuesday offered India and Japan to develop a strategic deep-sea port in the island country,
The Colombo Times reported. This came a month after the Mahindra Rajapaksa government abruptly pulled out of a 2019 tripartite agreement to jointly develop the East Container Terminal.
Addressing the media on the decisions taken at a Cabinet meeting, government spokesperson Keheliya Rambukwella said approval had been granted to develop the West Container Terminal at the Colombo Port with investors nominated by India and Japan. “The discussions to develop the WCT will be only with India and Japan,” said Rambukwella, according to AFP. ....

New Delhi: A month after India and Japan were banished from developing Colombo port’s strategic east container terminal, Sri Lanka on Tuesday approved a joint venture with the Adani group to build and operate Colombo Port’s West Container Terminal (WCT) for 35 years.
The Sri Lankan cabinet announced that it had approved a proposal made by Adani Ports and Special Economic Zone Limited to develop the WCT as a public-private partnership project with the Sri Lanka Ports Authority.  ....

Colombo Port dilemma: Why India-Sri Lanka ties seem to be at sea

Even in the best of times, invisible strains have haunted bilateral relations between India and its closest ocean neighbour, Sri Lanka. Today, they are all at sea, all at once, and all over again, thanks to two specific issues, namely the continuing ‘ECT row’ and what has by now become the traditional ‘fishermen’s dispute.’
The ‘China factor,’ the ‘Sri Lankan ethnic issue,’ and the attendant ‘UNHRC resolution’ too have negatively impacted bilateral relations, but they have different connotations. The fishermen’s issue and economic ties, in contrast, are more direct and have become as complicated. By extension, the current dispute over an Indian firm participating in the ‘East Container Terminal’ (ECT) of the Colombo Port should be seen as a part of the unresolved trade issues, in which successive governments in Sri Lanka have baulked at upgrading the two-decade old Free Trade Agreement (FTA) into a differently-titled CEPA (Comprehensive Economic Par ....

End of terminal dispute?

Monday 1st February, 2021
The government has found itself in an unenviable position. It has numerous problems to contend with both here and overseas. Two of them are very serious. It has had to face a port
ca’canny against its proposed joint venture with India’s Adani Group to operate the East Container Terminal (ECT) of the Colombo Port, and is troubled by the prospect of another turn of the screw in Geneva soon. It is against this backdrop that the government decision to meet the port workers’ demand that Sri Lanka operate the ECT without any foreign involvement should be viewed. The port go-slow was still on at the time of going to press. ....

East Container Terminal

The proposal to sell 49 percent of the East Container Terminal (ECT) of the Colombo Port to a group of investors led by India’s Modi-friendly Adani Group has been the hottest potato to land on our ruling coalition’s lap since its election last year. Massive trade union and other resistance, strongly supported by the Buddhist clergy and other activists, many of whom campaigned for the Sri Lanka Podu Jana Peramuna (SLPP) and its allies at the last election, continues to escalate. This opposition is backed by one of the country’s most popular television channels is enervating the ‘Save ECT’ effort. The fact that Adani is interested in the new farm laws against which unprecedented farmer protests have been mounted in India has added grist to the mill of those hellbent on preventing what they call a sell-off of a valuable national asset. ....
