Killeen council could remove police department's use of no-knock warrants as early as next week

The Killeen City Council could eliminate the use of no-knock warrants by the Killeen Police Department as soon next week, following a discussion on the item at Tuesday’s workshop meeting.
During the discussion, Councilman Ken Wilkerson said this potential change “shows leadership and upstream thinking in how we can keep residents and the police force safe.”
“I am definitely in favor of totally doing away with no-knock warrants,” Wilkerson said.
Killeen Police Chief Charles Kimble told the council that what he and fellow police officers do is inherently dangerous.
“We deal with some very bad people at times … and I do have hesitancy to take a tool away from the police officers’ tool box,” Kimble said. ....

But two council members objected and questioned why some of the supplies were needed.
The 13-2 vote was to allow a new deal with law enforcement equipment company GT Distributors Inc. The city previously had a five-year deal with the company that was extended twice and now is set to expire in February 2021, city records show.
The deal roughly works out to more than $1 million a year spent on ammunition and about $200,000 a year on less-than-lethal supplies, police officials said. Available city documents did not provide a breakdown of all the materials being bought, and it wasn’t discussed during the meeting. The $7.8 million for the deal comes from the general fund and $250,000 is from a grant. ....
