Upper Napa Valley's UVDS prepares for sweeping new organic waste regulations


The California garbage business changed permanently in 1990 when customers were required to sort their waste into separate carts.
Starting Jan. 1, 2022, with the rollout of new state regulations involving organic waste, it’s changing again.
As part of SB 1383, local jurisdictions will have to provide organic waste collection service to all residents and businesses. In the upper Napa Valley, the task of implementing a more robust organics diversion program will fall to Upper Valley Disposal Service (UVDS), which is under a long-term franchise agreement to handle waste management.

That all came to an abrupt end earlier this year, courtesy of an unexpected veto by Gov. Gavin Newsom.
Last fall, Newsom vetoed Senate Bill 68, which would have allowed landfills to continue accepting hundreds of thousands of tons of treated wood waste — the remnants of railroad ties, decking materials, agricultural stakes and other wooden material that had been pre-treated with industrial chemicals to withstand the elements. ....

Upper Valley Disposal Service COO calls for St. Helena mayor's resignation


The battle between Mayor Geoff Ellsworth and Upper Valley Disposal Service escalated this week, with the company’s chief operating officer calling on him to resign.
Rob Anglin, an attorney for UVDS, told the city on Monday that Ellsworth solicited the waste management firm Recology to provide service to the City of St. Helena.
UVDS and Clover Flat Landfill have exclusive long-term franchise agreements with the Upper Valley Waste Management Agency (UVWMA) to provide waste management services in St. Helena, Calistoga, Yountville, and the unincorporated Upvalley.
Christy Pestoni, chief operating officer for UVDS and Clover Flat and a St. Helena resident, called on Ellsworth to resign “for the sake of our town. She accused him of putting his advocacy against her companies ahead of pressing city issues like water. ....

I m writing in response to some recent letters to our local newspapers. I am writing this as an individually elected official and not speaking on behalf of the city of St. Helena or the St. Helena City Council.
If a local mayor, in this case myself, is called out negatively for thanking city staff and emergency services for incredible efforts over the last very challenging year then we ve reached a real low in local politics. We are just getting through a yearlong global pandemic, large scale wildfires and national civil unrest, and have much work ahead in areas like economic recovery, water security, fire preparedness and infrastructure upgrades. ....
