Accused heroin trafficker has his bond bid denied by judge

WATERBURY A city man who federal authorities allege trafficked large amounts of heroin in the city was denied his bid Monday to be released on bond while his charges are pending.
Zachary Lee Foster, 54, has been detained without bond since March when police raided several properties in Waterbury and Naugatuck.
Foster’s attorney, Ioannis Kaloidis, had filed a motion in recent weeks arguing for a bond of $125,000, which would be secured by properties in Waterbury and Torrington. Foster would even submit to 24-hour monitoring, including cameras on a live feed, he said.
Foster appeared via a video conference during a hearing where U.S. Magistrate Judge Thomas Farrish declined to set a bond in his case, citing Foster’s criminal record and the seriousness of the charges filed against him, among other factors. ....

Fifteen defendants were arrested today. Grant has been in state custody since January 21 and Peters is still being sought.
In association with today s arrests, law enforcement executed seven search warrants and seized approximately 40,000 bags of suspected heroin, 350 grams of cocaine and 50 grams of crack cocaine. Investigators also seized nine firearms, including an AK-47-style rifle.
If convicted of the charge in the indictment, based on the type and quantities of narcotics attributable to each defendant, Foster, Jason Metz, Grant, Derek Metz, Nieves, Paulino and Smalls face a mandatory minimum term of imprisonment of 10 years and a maximum term of imprisonment of life; Peters, Slaughter and Jackson face a mandatory minimum term of imprisonment of five years and a maximum term of imprisonment of 40 years; and Mines, Diaz, Santos, Council, Wright, Wilson and Perez face a maximum term of imprison ....
