Legislation introduced to increase access to senior services


Assemblywoman Cottie Petrie-Norris has introduced Assembly Bill 540 which will help thousands of California’s growing population of seniors remain in their homes and in our communities, by improving beneficiary awareness and access to the Program of All-Inclusive Care for the Elderly (PACE).
PACE is designed to provide care for California’s frail population as an alternative to institutionalized care. PACE programs coordinate and deliver preventative and long-term care services to the elderly who would otherwise be in nursing homes, so they can continue to live and thrive in their communities. PACE is the only provider-based model of care where a single entity is entirely responsible for the delivery, outcomes and cost of care. Eligible beneficiaries must be 55 years or older and state-certified to qualify for nursing home care. Oversight hearing brings clarity to California's COVID-19 vaccine distribution


At a joint oversight hearing February 10, 2021 of the Assembly Accountability and Administrative Review Committee and the Assembly Emergency Management Committee, legislators questioned the Administration on the COVID-19 vaccine distribution strategy. During the hearing, the Administration shared details on their shorterm and longterm plans for a successful and equitable rollout of the vaccine in California. Additionally, there was an update on vaccine distribution data, the MyTurn Appointment system and supply estimates for the upcoming months.
“Today’s hearing provided some much-needed clarity on the Administration’s plan for a swift, safe and equitable distribution of the COVID-19 vaccine to all 58 counties,” said Assemblywoman Petrie-Norris (D-Laguna Beach). “More than 5 million Californians have been vaccinated, which is more than the population of most states. Assemblywoman Cottie Petrie-Norris (D-Laguna Beach), Chair of the Accountability and Administrative Review Committee, released the following statement in response to Governor Gavin Newsom’s proposed 2020-21 state budget:
“Every day, I talk to families, workers and small business owners who have been devastated by the COVID-19 pandemic. The 2020-21 state budget comes at a critical juncture; we must invest wisely in order to defeat this virus, provide much needed relief and set California on a robust path to recovery.

Legislation introduced to prevent prisoner unemployment benefit fraud


In an effort to prevent fraud and protect tax payer dollars, Assembly Accountability & Administrative Review Chairwoman Cottie Petrie-Norris has introduced AB 110.
This bill requires the Employment Development Department (EDD) to access incarceration records for the purpose of cross-checking benefit applications. With this common-sense code change, EDD would be required to perform these regular checks as part of its fraud prevention efforts before approving benefits, and the California Department of Corrections and Rehabilitation (CDCR) would be required to work with EDD to facilitate the cross-check process.
“The government must do a better job as custodian of our hard-earned tax payer dollars,” said Assemblywoman Petrie-Norris (D-Laguna Beach). “AB 110 will enable EDD to implement basic business processes so these outrageous failings aren’t repeated.” ....
