Austin's Black community shrinking; community leaders push for change


Danielle Austin moved to Austin for work in 1997, shortly after graduating from college. Two years later she met Ron Austin, who had moved from Miami, and they later married. They bought a home in North Austin in 2004, but as their family grew and their needs changed, the Austins moved to Pflugerville with their two children, where they have lived for about six years. 
“We needed more space and wanted to make sure we found a school district with good education programs and where athletics and extracurricular activities were active and built up,” Ron Austin said. 
More Austin families have started to move to neighboring Central Texas cities over the past decade, and local leaders attribute that to a combination of factors, including the rising cost of living in Austin, the tightening housing market, the desire for more space, and the importance of good schools and welcoming communities. ....

Austin police slow to reform a year after George Floyd protests


This weekend marks one year since thousands of protesters flooded the streets in downtown Austin and demanded a series of law-and-order reforms and budget changes, some of which they ended up getting.
While the local demonstrations mirrored racial justice protests in other cities after the death of George Floyd under the knee of Minneapolis police officer Derek Chauvin on May 25, 2020, local participants also had Austin-specific reasons to be there, as they pointed to concerns they d been voicing for years about the Austin Police Department.
Bubbling with anger and viewing the moment as a vehicle for transformation, they persuaded the City Council to change the Police Department s budget by cutting $21 million outright and setting aside an additional $129 million to be vetted for potential cuts down the road. Since then, $45 million of that larger amount has been cut by moving various departments and functions out of police control. ....

The Austin City Council is transferring hundreds of jobs out of the Austin Police Department after a vote Thursday. The council approved an ordinance that creates a new Emergency Communications Department, which is part of the city council s plan to reallocate about a third of the APD s funding.
Under this change, 284.5 full-time equivalent positions will be moved outside the department. A total of 222 of the impacted positions are communications staff members. The other 62.5 positions are alarm administration, human resources, public information and facility maintenance staff. About $33 million worth of funding will be transferred out of the APD s budget as a result of this change.  ....
