Council split on state bill letting grocery stores sell alcohol

A state delegate from Montgomery County is pushing to let some grocery and convenience stores sell alcohol, a major deviation from the current law, which restricts them from selling beer or wine.
The Montgomery County Council was split on Monday on whether to support the bill, eventually tabling a vote on its official stance.
Del. Lily Qi’s bill is aimed at encouraging grocery businesses to settle in underserved areas of the state by requiring liquor boards to grant them licenses to sell alcohol. ....

A Montgomery County task force on police is calling for crisis training for recruits and an emphasis on Taser use among the 87 recommendations it shared on Thursday. The group also wants to eliminate the use of school-based police officers.
County Executive Marc Elrich formed the Reimagining Public Safety Task Force last summer to audit policies, procedures and data from the police department “in response to the nationwide and local furor over racial justice,” according to a summary in the report.
The 41-member task force is made up of area law enforcement agency representatives, county employees, union representatives and others in the community. It has been meeting since September, with Bernice Mireku-North and Marc Mauer as co-chairs. ....

A battle among state and local lawmakers about the future of police stationed in schools is intensifying, with County Council members now considering dueling legislation.
The issue is gaining traction statewide, too. Two state lawmakers from Montgomery County are sponsoring bills that would prohibit police officers from being stationed in schools across Maryland and redirect state money that would have funded the program. ....

Black residents in Montgomery County have a new training program to help then run for public office.
The nonpartisan program, called Rise and Run, will educate and prepare Black residents for politics. The program is connected to the nonprofit Council for Advocacy and Policy Solutions (CAPS).
Kelly Leonard, an advisory board member for CAPS, said in a phone interview Monday afternoon that the idea for the program came to her in October as she was thinking about the upcoming election in November. ....
