Over the past year, the United States has endured two major “load shedding” events in which electric system operators instructed transmission owners to reduce demand by rotating blackouts across service regions. The first event occurred in California last August, when the Western United States was gripped by an oppressive heat wave that caused a surge in electricity demand and limited power imports into the state. The second event stretched over Texas, Arkansas, and Louisiana this February, as a historic cold snap froze generating units, constrained gas supplies, andpushed electric heat demand to unprecedented levels. In both cases, a carousel of blame ensued, and customers were left wondering how an entire region, or a state the size of France, could run out of electricity. ....

The winter storm that swept the southern and southwestern United States and parts of Mexico has left millions without access to electricity, heat, and water in the midst of a pandemic. Nearly all energy sources in the mix from fossil fuels to wind turbines to nuclear power plants have taken a hit in the last few days. Although rolling blackouts imposed by the Electricity Reliability Council of Texas (ERCOT) and the Southwest Power Pool (SPP) grid operator have tried to restore stability to the grid, the blackouts have had dire consequences for residents who are facing the prospect of yet another day without power. The COVID-19 pandemic has revealed an “interdependent” world with “huge issues of inequity,” said Sunita Narain, director general of the Centre for Science and Environment (CSE). Without addressing these realities, “we cannot deal with the virus, and it’s the same with climate change.”
