The Barnstable Town Council brought paying for the town s new sewer system closer to reality last week by voting to assess residential taxpayers along the first leg $10,000, plus connection costs.
It was a very difficult decision, and our Town Council made it, Ells told members of the Marstons Mills and Cotuit Civic Associations Tuesday evening. You will be assessed even if you choose
not to hook up. The authority to connect falls with the Board of Health.
The vote was 11:1, with P1 Councilor Gordon Staff the lone dissenter and one member, P8 Councilor Deb Dagwan, absent. ....

Last Thursday the Charter Review Committee conducted its first meeting. Its purpose is to design a new governing document – a new government, really – that will enable the City to be responsive to residents and to effectively meet the challenges of this historical moment.
Such an effort is overdue by over a century. Our current charter dates to 1899. It mandates two Fence Viewers, a Wood and Bark Measurer, and a Grain Weigher. It also invests overwhelming authority to govern in the mayor.
Just twelve years after the current charter’s adoption the city’s leaders recognized their error. The Board of Aldermen approved a new charter that specified a commission form of government, a forerunner of today’s council/manager form. The Mayor signed it, but it languished and then died in the Legislature in 1914. ....

OCEAN CITY In response to recent concerns raised about speeding along some main streets in north Ocean City, a point-based rating system has been developed to identify resort streets in need of traffic-calming.
Earlier this month, City Engineer Terry McGean outlined for the Mayor and Council some short-term and long-term solutions for an ongoing problem of speeding and reckless driving on some of the main streets in the Caine Woods community, including 142
nd Street and 139
th Street in particular. There are varying degrees of traffic-calming, including non-physical changes such as increased enforcement, public outreach and more signage.
There are also rather passive traffic-calming measures available such as speed humps, curb bump-outs and rumble strips, for example. Finally, there are more active, and likely far more expensive, traffic-calming measures such as traffic circles, roundabouts, raised crosswalks, and even, in some cases rerouting traffic or making c ....
