After analyzing various alternatives, including a smaller project or different location, the environmental impact report deemed Alternative 2, a smaller version of the initially proposed 449,248-square-foot facility, as the “environmentally superior alternative.”
“Alternative 2 would include the same components as the proposed project and would be constructed on the same project site, on the northeastern portion of the subject property,” the report said.
The proposed site for the Arctic processing and cooling facility sits off East Betteravia Road, east of Rosemary Road. While the proposed site now is filled with weeds, nearby land is used for farming crops and two cooling facilities sit nearby. (Courtesy photo) ....

“Basically, what it is is nobody in Mission Hills wants this project. You’re a hated man. When your name comes up in Mission Hills, I can just see fire in people’s eyes,” said one man who did not provide him name. 
Resident Joy Hoover asked a series of questions, including transportation plans for residents since Rucker Road has no sidewalks. That poses dangers to pedestrians, she added.
“Why is this facility so large? With that many residents coming into our small community, it kind of feels like we’re being overrun,” she said. “I’m just not sure if you have a reason for making this so large that it’s going to have such a large impact on our community.” ....

Brummer said the opponents have hired an attorney, Phil Sinco of Santa Maria, who contended the noisy equipment is not protected under “right to farm laws” for a number of reasons.
The petition suggests the grower should use hoop houses or quiet turbofans to avoid disturbing residents.
It also calls for the Santa Barbara County Board of Supervisors “to do whatever is necessary to immediately stop noisy propeller type wind machines from being used on farmland adjacent Purisima and Rucker Roads. 
“Also we request that county ordinances be amended to prevent this noisy propeller type of wind machine from being placed within one mile of any residential development,” the petition states. ....
