Negotiators for the city of San Antonio and the San Antonio Police Officers Association failed to reach an agreement regarding the authority of arbitrators to overturn Police Chief William McManus’ disciplinary decisions.Jerry Lara /San Antonio Express-News
San Antonio city negotiators and police union officials appeared close Thursday to an agreement on one of the most contentious aspects of the disciplinary process, about five months after talks began for a new contract.
Earlier this month, the two sides indicated they would likely have a compromise by Thursday regarding the appeals process for officers fired or disciplined for misconduct.
