San Elijo water campus receives award
The San Elijo Joint Powers Authority recently received a prestigious “Plant of the Year” award from the California Water Environment Association for its Water Campus on Manchester Avenue. San Elijo won the recognition first at the regional level before being named top among medium-sized wastewater agencies throughout California. The Plant of the Year award recognizes accomplishments in compliance, innovative practices, cost effectiveness and superior plant performance. San Elijo earned the award for its commitment to renovating aging infrastructure, working with San Diego State University and using student research, prioritizing staff development, and integrating computer modeling into daily operations. San Elijo serves Encinitas, Solana Beach, Del Mar and parts of Rancho Santa Fe. The plant can process more than 5 million gallons of wastewater and stormwater daily. REGION The summer heat is keeping the Clean Energy Alliance on its toes, requiring North County’s municipal aggregation program to keep a watchful eye on regional and local energy rates.
CEA Executive Director Barbara Boswell updated the board during its June 24 meeting, also reporting on the state of hydroelectric power, budget, expansion and exit fees.
Also, CEA Chairwoman Kristi Becker said Solana Beach, San Elijo Joint Powers Authority (water) and the Encina Water Authority upgraded to the Green Impact plan, which is the 100% renewable energy option.
Also, the board discussed the recent feasibility study between Escondido, San Marcos and Vista, which was conducted by EES Consulting, who performed the study for Carlsbad, Del Mar, Oceanside and Encinitas several years ago. ....

Encintas Mayor Blakespear announces run for State Senate

Encinitas Mayor Catherine Blakespear announced Tuesday she plans to run for California’s 36th Senate District in 2022.
The district includes coastal areas of North San Diego County, from Encinitas north to Oceanside and Fallbrook, as well southern portions of Orange County. It is currently represented by state Sen. Patricia Bates, R-Laguna Niguel.
A fourth-generation resident of Encinitas, Blakespear, 45, grew up there and has served on the City Council since 2014, for two years as a council member and four as mayor. She is a Democrat.
During her tenure, the council passed the city’s affordable housing plan and developed a climate action plan to provide 100 percent renewable energy by 2030. ....

Encinitas Mayor Catherine Blakespear elected new chair of SANDAG's board -

SAN DIEGO (KUSI) – The San Diego Association of Governments’ board unanimously elected its new chair Friday, elevating current Vice-Chair and Encinitas Mayor Catherine Blakespear to the regional transportation planning agency’s top spot.
Blakespear will begin her new role on Jan. 1 and will serve for two years. The election for the position of vice-chair will be conducted at a future meeting.
“I am humbled by the kind words said today by the board members and the speakers, and I will strive to the best of my ability to live up to expectations,” said Blakespear following the vote.
“SANDAG is a vital forum for our local leaders to come together to make regional decisions about where people live, how they travel, and how we sustain the environment now and in the future. Being unanimously chosen by my elected peers to chair this organization is a true honor,” she said. ....
