Late Sunday night superintendents with Carlsbad Unified School District, San Dieguito Union High School District, and Poway Unified School District announced they did not get their waivers approved by the state to resume in-person instruction.
The three superintendents Ben Churchill, Ed.D., with CUSD; Robert Haley, Ed.D., with SDUHSD; and Marian Kim Pheps, Ed.D., with PUSD each said they spoke directly with Dr. Naomi Bardach, lead of the Safe Schools for All Team for the state of California, and asked she appeal the decision, but said Bardach was unwilling to change the ruling and said the decision was final. ....

Poway Unified School District's reopening plan denied by State of California -


POWAY (KUSI) – Dr. Naomi Bardach, Lead of California’s Safe Schools for All Team, informed the Poway Unified School District that their application to expand in-person teaching for middle and high school students was not approved by the California Department of Public Health.
Cohorts of students are not able to remain in one classroom with a single teacher for the entire day, since secondary students have multiple teachers, courses, and schedules, Dr. Bardach told PUSD Superintendent Marian Kim Phelps.
Even after a complete review, PUSD’s application had the full support of the San Diego County Public Health Officer, Dr. Wilma Wooten, and her team. ....

State denies San Diego County districts' reopening applications, causing frustration

The state Sunday night, March 7, denied at least three San Diego County school districts the chance to reopen their middle and high schools for regular in-person instruction, even though the districts said they had received the county’s blessing to reopen.
San Dieguito Union High, Poway Unified and Carlsbad Unified had submitted applications to open their middle and high schools, even though the county has not yet reached the less-restrictive red tier, which is the state requirement for opening secondary schools.
All three applied through a special state exemption process that allows districts to reopen schools if they believe they had qualified as already “reopened” before the state issued new reopening rules in mid-January. ....

SAN DIEGO COUNTY, Calif. The state has denied requests from San Dieguito Union, Poway Unified and Carlsbad Unified to expand in-person learning. Now, school officials from those districts involved are trying to figure out what s next.  
San Dieguito Union High School District says it plans to bring more students back on campus Monday despite that decision not being officially approved by the State. It says a limited number of students have been on campus since last fall.  ....
