Indiana man charged with attempted murder of Portland police
Malik Muhammed is accused of repeatedly trying to kill officers during protests last summer.
An Indiana man was indicted on allegations that he attempted to murder two police officers during separate riots in Portland last year by using explosive devices.
Malik Muhammed, 24, was arrested on multiple warrants Friday, April 2, and remains in an Indianapolis jail. He will be extradited to Oregon, where he will face multiple felonies as part of a 28-count indictment, according to the Multnomah County District Attorney s Office.
According to the indictment, prosecutors claim Muhammed came to Portland in September 2020 for the specific purpose of engaging in multiple criminal acts. On Sept. 5, he engaged in tumultuous and violent conduct near the Portland Police Bureau s East Precinct that resulted in a grave risk of causing public alarm, the indictment said. ....

“I belonged to a street family,” confessed Police Executive Master Sergeant Egmedio “Bill” Felisan Jr. By that, Master Sgt. Felisan means that his family was among Cebu City’s street dwellers.
His father was a pier worker and a drunkard while his mother was an occasional vendor who played mahjong. He was mostly left to fend for himself, scrounging with other kids for leftover food in the carenderias around the port area.
He would also be with the kids who dove for coins some ship passengers threw coins to the water for the children to get them, who pilfered things to resell if there was an opportunity to do so, and who ran away from policemen when they came. This was his life until 1981, when the city’s police force conducted “Operation Fishnet.” Felisan was caught among the many “sea urchins” they were rounding up. ....

Council majority proposes alteratives to police funding to fight violence

Four of the five Portland City Council members support spending more money on alternative programs and services.
Some members of the City Council have put forth a proposal aimed at combating gun violence in Portland and it does not include increased funding for police.
The proposal, which KOIN 6 News obtained Thursday, April 1, from the office of Commissioner Carmen Rubio, is in response to a $2 million proposal floated by Mayor Ted Wheeler for the Portland Police Bureau s Enhanced Community Safety Team. It is also supported by commissioners Jo Ann Hardesty, Mingus Mapps and Dan Ryan. ....
