Biden also gave a speech in which he made clear his top national security concern is China and sought to turn the page from the turmoil at the department during the Trump administration.
On politicization: During his speech, Biden promised never to politicize the military, drawing a contrast to the controversies of the Trump administration without naming his predecessor.
“You are incredible heroes and incredible patriots. I will never, ever dishonor you, I will never disrespect you. I will never politicize the work you do,” Biden said. “This is personal for me. The Biden family is a military family. We learned firsthand some of what your families experienced.”  ....

WASHINGTON The coronavirus outbreak aboard the USS Theodore Roosevelt was exacerbated by the failure of Navy commanders to follow procedures meant to stop the spread of infectious diseases, according to a Defense Department report.
The semi-redacted report, published Monday by the Defense Department s inspector general, examined whether the Navy was prepared to deal with an infectious outbreak, such as the coronavirus, on its ships. Investigators found the service and commands, including U.S. Fleet Forces and Pacific Fleet, which were examined in the report, did have “policies, plans, and procedures” established, but the guidelines were not being properly followed before or ....

Two sailors died of the illness caused by the coronavirus this week, bringing the total number of U.S. troops killed by the illness to at least 20.
Chief Quartermaster Herbert Rojas, a 50-year-old staff instructor at Recruit Training Command Great Lakes, Illinois, died of COVID-19 on Tuesday. Rojas was quarantining in his off-base residence after testing positive for the virus when he was found unresponsive, said Lt. Cmdr. Phil Chitty, a Naval Service Training Command spokesman
He failed to wake up to an alarm clock. His girlfriend attempted to wake him, Chitty said. Local police were then dispatched to the scene, and he was pronounced dead shortly after their arrival. ....
