The city of Roswell and Chaves County intend to prepare a disaster declaration given that a “100-year rain event” occurred over the weekend and has caused high-water levels at area dams and a breach of a flood control berm.
County Manager Bill Williams said that county and city administrators and engineers met Wednesday morning with Karen Sanders, manager of the Roswell-Chaves County Emergency Management Office, and Dick Smith, superintendent of the Chaves County Flood Commission, to begin work on the filing. ....

Commissioners to hear about road changes, possible condemnation

The Chaves County Board of Commissioners will consider whether to condemn a property on North Atkinson Avenue and will hear about 2020 and 2021 road applications during the group’s regular monthly meeting on Thursday.
The board is scheduled to meet at 9 a.m. at the Chaves County Administrative Center, 1 St. Mary’s Place. According to the county, social distancing will be observed and face coverings are required in the building. The meeting also is to be streamed live on social media at www.facebook.com/ChavesCountyNM.
According to county documents, commissioners will consider whether to condemn a residential property at 6143 N. Atkinson Ave. that allegedly has a great deal of waste and debris on it, prompting complaints from nearby residents. ....

Biden Administration wants to preserve 30% of public lands and waters by 2030
Chaves County officials are being asked to consider opposing the Biden Administration’s plans to conserve 30% of public lands and 30% of public waters on a national basis by 2030.
The “30 x 30 plan” came to the federal government stage by legislation introduced into both the U.S. House of Representatives and the U.S. Senate by New Mexico congressional representatives during the last legislative session. Now it has been adopted by the Biden Administration as one of its climate change and environmental protection priorities.
According to Section 216 of Executive Order 14008 signed Jan. 27, the Interior Department cabinet secretary is expected to work with other cabinet secretaries with the Department of Agriculture and the Department of Commerce, as well as with the heads of pertinent agencies, to develop a report within 90 days for the newly ....

A report that includes citizens’ input about what would be entailed in the possible formation of an airport authority to manage the Roswell Air Center is scheduled to be presented at a public meeting Thursday afternoon.
The Airport Authority Steering Committee report has been placed on the agenda for the Roswell City Council Legal Committee meeting at 4 p.m. Thursday.
The meeting will occur at the Roswell Convention Center, 912 N. Main St. Due to continued COVID-19 restrictions, the public is asked to participate online. Chaves County commissioners want the New Mexico Governor’s Office and the state Legislature to delay a rule change affecting how much health insurance will be paid by the state after public employees retire.
The New Mexico Retiree Healthcare Association enacted a new rule last year that the county thinks could prompt a lot of retirements before it takes effect July 1.
The new rule makes two major changes. First, it will require most retirees of public agencies in the state to be at least 55 years old to receive the state subsidy for their health coverage. Second, they will not be able to receive the maximum subsidy until they worked 25 years. ....
