KARACHI: The Sindh High Court (SHC) on Tuesday asked the provincial law officer to justify transfer and posting on own pay scale (OPS) basis and award of additional charge to government officers.
Hearing a petition against appointment of lower grade officers on higher grade on own pay scale and awarding additional charges to government officers in different departments, the SHC division bench headed by Justice Muhammad Shafi Siddiqui directed the provincial law officer to justify the said steps.
Petitioner Syed Manzoor Shah and others had sought a declaration to the effect that the posting and transfers of government servants on OPS basis, look-after charge and in addition to his duties are illegal, unconstitutional and violative of fundamental rights. The Sindh High Court (SHC) on Friday took exception to the provincial health minister’s intervention for relaxing the qualification criteria for appointments of vaccinators in the health department and ordered re-advertisement of all such posts that were filled by relaxing the rules.
The order came on petitions of Akhtar Hussain and others seeking a direction to the health department for issuance of appointment letters to the post of vaccinators on the basis that they had already been declared successful candidates based on marks obtained in the competitive process and interviews. The petitioners also requested for the cancellation of appointments of unqualified persons. ....

Don't give postings to civil servants facing disciplinary proceedings: SHC

The Sindh High Court has directed the chief secretary to ensure that the civil servants facing corruption or disciplinary proceedings should not get a posting or an administrative assignment till the references against them are concluded in accordance with the law.
The direction came on a petition filed by Haji Ayaz Memon against government officers getting postings despite facing NAB references or other departmental proceedings. The court had directed the chief secretary to submit complete details of cases against civil servants who despite facing disciplinary proceedings or criminal cases are holding the office. Subsequently, the chief secretary filed a report in this regard. ....
