Indonesia Passes New Papuan Autonomy Law; Separatists Reject it as Unsatisfactory

Indonesia’s parliament on Thursday approved a new special autonomy law for Papua that boosts central government funding for the troubled region, but the main separatist group there said it was drafted without addressing the Papuan people’s political and human rights.
Jakarta granted special autonomy for Papua in 2001 to mollify desires for independence, but Indonesian security forces have been accused of human rights abuses during anti-insurgency operations in the far-eastern region.
The new legislation, which follows the expiration of the 2001 special autonomy law and extends that status by two decades, will spur development in Papua, Home Affairs Minister Tito Karnavian said in parliament, about the region that comprises Papua and West Papua provinces. ....

Indonesian lawmakers pass controversial bill to reshape West Papua


Indonesia s House of Representatives has passed a bill that is expected to reshape the future administration of West Papua.
The Revision of the Special Autonomy Law for the provinces of Papua and West Papua was ratified by Indonesian lawmakers despite widespread opposition by Papuans who have been calling instead for an independence referendum.

The revised version of autonomy provisions first introduced twenty years ago paves the way for further division of Papua region into more administrative areas.
It includes provision for the formation of new representative institutions at regency and municipal level, replacing the Regional Legislative Councils. ....

West Papuan churches call for UN to come to Papua

This comes amid more violence in the highlands of Papua province, with two school teachers shot dead last week in Puncak district.
The West Papua Liberation Army claimed responsibility for at least one of the killings, saying the teacher was an Indonesian spy.
Indonesian military and police have evacuated a number of residents as they pursue the Liberation Army s guerilla fighters and supporters.
Thousands of villagers in this region have been displaced by violence between Indonesian security forces and the rebel group since it escalated two years ago.
Earlier this year, researchers said the vast majority of internally displaced people in West Papua originated from Nduga Regency where the armed conflict intensified two years ago. ....
