Baker Signs Police Reform Legislation; Chief Kyes, Police Leaders take Wait-and-see Approach – Chelsea Record


After months and months of controversy at the State House, Gov. Charlie Baker on Dec. 31 signed “An Act Relative to Justice, Equity and Accountability in Law Enforcement in the Commonwealth,” a controversial piece of legislation that creates a mandatory certification process for police officers, increases accountability and transparency in law enforcement and gives police departments a greater ability to hire or promote only qualified applicants.
Both of Chelsea’s state delegation members voted in favor of the final bill that Gov. Baker signed.
The bill reached an apex of consternation last year for lawmakers as many found themselves between strong voices for police reform in the wake of the murder of George Floyd in Minnesota, and also strong voices for the support of the vast amount of police officers that do the right thing day in and day out. It was a balancing act that took debate to a heated level from every angle before the bill entered into a conference com ....

As the year and legislative session came to a close, Gov. Baker last week signed into law legislation creating a police accountability and oversight system under which officers need to be certified every three years and can lose their certification for violating to-be-developed policing standards.
As the country reacted to the killings of George Floyd and Breonna Taylor at the hands of police officers this summer, policing reform was catapulted to the top of Beacon Hill’s priority list and lawmakers set out on what would become a complicated, circuitous and, at times, controversial path to address police violence and some of the disproportionate impacts communities of color experience from law enforcement, and to bolster the state’s oversight of police officers. ....

BOSTON (AP) — A police accountability bill that creates a civilian-led commission with the power to certify officers, investigate claims of misconduct and revoke the certification of officers for certain violations was signed into law Thursday by Gov. Charlie Baker.
The law also bans the use of chokeholds, bars officers from shooting into a fleeing vehicle unless doing so is necessary to prevent imminent harm and limits the use of so called no-knock warrants. It also creates a duty to intervene for police officers when witnessing another officer using force beyond what is necessary or reasonable under the circumstances. ....
