Over the last five years, the Pentagon organized a charm offensive to attract new entrants into its technology base. With the lure of quick contracts and follow-on potential, thousands of entrepreneurs have been enticed into seeking defense work. This enthusiasm risks being short-lived without more examples of small contracts leading to larger procurements.
The oft-cited problem is the multiyear process for lining up funds, first for a more substantial prototype and then for a program of record. The Pentagon’s prototyping guide clearly diagnosed the problem: “When the initiation of a prototyping project is stymied or the developed prototype never makes it past the ‘valley of death’ due to inappropriate or ....

Please join CSIS s Defense Industrial Initiatives Group and the National Defense Industrial Association February 19th at 12:00 for a panel discussion on Title XVIII of the National Defense Authorization Act for Fiscal Year 2021.
Title XVIII of the FY21 NDAA provided for a reorganization of acquisition statutes in Title 10 of U.S. Code and provides for a one year phase in period to allow time for feedback from stakeholders and experts on the reorganization planned to go into effect in early 2022. This event is intended to help spur that feedback and will feature acquisition experts who will discuss the changes made in the FY21 NDAA and possible options for improvement. ....
