Oversight of Pa. recovery homes stalls as officials, advocates disagree on best approach

HARRISBURG â State officials charged with instituting oversight for addiction recovery homes say a regulatory system with financial, safety, and training requirements will save lives.
But recovery advocates and elected commissioners in the Philadelphia suburbs argue the costs could backfire by overburdening house operators and making high-quality and affordable living options inaccessible.
At the center of the debate is a voluntary licensing system, first mandated by Pennsylvania lawmakers in 2017, the Department of Drug and Alcohol Programs has struggled to implement in a timely fashion.
In March, the agency released regulations that would require recovery house operators who want a state license to pay a $250 fee each year as well as an estimated $10,000 annually for a financial audit. Some operators would have to pay for physical upgrades, such as acceptable fire exits. Operators would also have to provide proof of zoning approval and criminal background checks ....

Legislative Republicans want to have a greater say in state regulations something legislative Democrats view as a power grab against the one branch of power not controlled by the GOP.
Earlier this week, Republicans in the state House of Representatives’ State Government Committee approved two regulatory review bills.
“As Pennsylvania’s small businesses rebuild following the Wolf administration’s business closures last year, it is imperative they aren’t hindered by unnecessary government regulations,” said Seth Grove, R-Dover and committee chairman. “During the pandemic, businesses were granted amnesty from following certain regulations to ensure the quick and safe transport and distribution of needed supplies.” ....

In a publicly-released letter to Department of Environmental Protection Secretary Patrick McDonnell today, the Pennsylvania NewsMedia Association criticizes the DEP for failing to answer questions regarding the Regional Greenhouse Gas Initiative, and failing to properly advertise the virtual hearings on the controversial plan by Governor Tom Wolf for joining the multi-state compact.
PNA acknowledges that it did incorrectly comment that it appeared that DEP had not published any notices when twelve notices were released, but blames that on DEPâs lack of response to its inquiries, and claims the ads should have been published in all 67 counties, since all of the state is affected by RGGI.Â The group lists 41 counties where there were no notices published, including Armstrong, Cambria, and Westmoreland.Â It says the stateâs Air Pollution Control Act requires public notice to be provided âin new ....

State house budget hearings are set to resume next week, and on the schedule are two departments that have caught the interest of State Represenative Jim Struzzi.
In his weekly newsletter, Struzzi, who is on the House Appropriations Committee, said the focus of the budget hearings is to assess the financial requests of state agencies and review the effectiveness of their operations.
Next week, the Department of Health will have a full day of budget hearings, taking up both sessions on Thursday, February 25
th. Discussion is expected to focus on the department’s response to the Covid-19 pandemic and the distribution of vaccines, which has come under fire this past week due to announcements of mix-ups and weather-related delays. ....

With the 60-day public comment period underway regarding Governor Tom Wolf’s executive order for Pennsylvania to join the Regional Greenhouse Gas Initiative, or RGGI, state leaders are wasting no time in voicing their concerns over this matter.
One is Senator Joe Pittman, as he presented to the Department of Environmental Protection’s Environmental Quality Board (EQB) with his main focus being the damaging effects RGGI poses on area jobs and school districts. In his testimony, Pittman called the initiative “counterintuitive” and said that while carbon must be emitted to produce revenue, the proposed tax will make the power plant marketplace uncompetitive, resulting in the potential loss of thousands of jobs – especially in the Armstrong and Indiana counties. ....
