Detective Inspector Uraia Vakaruru said the woman was still perceived as a threat. She had fled police and refused to exit the vehicle.
Vakaruru said the officer was also concerned the vehicle could be driven off and cause injury to other motorists and the wider public.
However, the authority disagreed, saying the officer’s actions were “excessive”.
“The car had come to a stop and was hemmed in by police vehicles,” the statement said.
“The officer s actions to remove the woman from the car were unnecessary and an excessive use of force.” ....
