Bill to Limit Peacetime Emergency Powers Passes Minnesota Senate


(KNSI) – The Minnesota Senate voted to pass a bill Monday that seeks to limit the governor’s power to extend state of emergency declarations.
If SF 4 becomes law, the governor would need legislative approval in order to extend an emergency declaration beyond 30 days, and if the legislature is not in session, the governor must give three days’ notice to leaders in each chamber if they want to extend the emergency declaration. It would also prohibit the governor from ending an emergency order and issuing a new declaration for the same issue to work around the legislative approval process.

Current Minnesota law does not allow certified emergency medical responders to provide emergency care to police dogs injured in the line of duty.  Minnesota House File 568 and Senate File 952 would allow certified emergency medical personnel to provide emergency medical care to injured police dogs.  The American Kennel Club (AKC) supports both HF 568 and SF 952.

Bill to Allow Business Owners to Open with Their Own COVID Plan Passes Floor Vote

(KNSI) – A bill that would give business owners the power to create and put into place their own COVID-19 safety guidelines to stay open outside of the governor’s executive orders passed its first-floor debate.
The bill, authored by Senator Andrew Matthews, would give businesses the authority to create and put into place their own COVID-19 safety preparedness plans to open safely outside of Governor Tim Walz’s executive orders. He says business owners have customers and staff with different needs and want to do what works best.
Matthews believes that Walz ruling by executive order is taking the peoples’ voice out of the equation, explaining, “He has kept these emergency powers up for the last year here.
