RI General Assembly approves bill curtailing plastic straw use


The General Assembly today approved legislation sponsored by Senate Majority Leader Michael J. McCaffrey and House Environment and Natural Resources Committee Chairman David A. Bennett to cut down on disposable plastic straw use in Rhode Island.
The bill (2021-S 0155A, 2021-H 5131A), which would take effect Jan. 1, would not be an outright ban, but would prohibit food service establishments from providing single-use plastic straws unless requested by the consumer. It would also not prevent people with disabilities, some of whom need straws, from getting them.
California has a similar law, and many municipalities have also adopted limits or bans.
The legislation now heads to the governor. ....

Bill to give state employees 'evergreen' contract rights on fast track


With the only Republican on the committee absent at the time of the vote, the tally was 7-0 without any audible testimony, on the night of the first and only hearing on the bill which mirrors a controversial contract right given teachers two years ago that is under challenge in court. 
In response to a Journal inquiry, J. Michael Downey, the president of the largest state employees union - Council 94, AFSCME - said his union sent a brief letter supporting the bill.
But I don t think it is that big of a deal, he said, even though his union members are currently working under an expired contract. ....
