Senate panel advances pre-emption gun bill; Lauren Boebert among those testifying against


The third of three bills intended to address gun violence in Colorado cleared a state Senate panel on Tuesday, with emotional testimony from gun control advocates and, for the first time, opposition testimony from U.S. Rep. Lauren Boebert, R-Silt.
Senate Bill 256 would repeal a 2003 law that bars local governments from enacting stricter gun control laws than the state standard. Known as pre-emption, sponsors noted that there is a precedent for the law, one enacted in 2003 that allowed concealed carry weapons in certain public places, including college campuses, even in communities where concealed carry isn’t legal.
SB 256 specifically allows local governments to enact laws to ban concealed carry weapons in their jurisdictions, and that’s what drew dozens of witnesses to testify against the bill, more than those who testified against two previous gun control bills passed in House committees last week. ....

Ray's road to nowhere


Below is an op-ed from state Sen. Ray Scott (“We don’t need a gas fee to fix our roads”) that attempts to rebut Sunday’s editorial calling for bipartisan cooperation on a transportation funding solution, but instead perfectly illustrates why the Legislature can’t get anything done.
The editorial did not “call out” Sen. Scott “to support a new gasoline fee the Democrats are proposing” as he claims in his piece, so right off the bat he’s twisting facts to suit his narrative. In fact, it’s not clear that Scott is making any distinction between the editorial and other legislative proposals, so there’s no “shared reality” in this debate. What is clear, however, is Sen. Scott’s refusal to budge off his own position. ....

Some Democratic state legislators questioned Thursday whether Gov. Ned Lamont s newly proposed two-year $46 billion budget does enough to address longstanding racial inequities in Connecticut that have been exacerbated by the COVID-19 pandemic.
The criticism comes a day after the Democrat said his plan attempts to help make “significant progress towards racial justice and equity” in Connecticut, noting there s a major focus on education, housing, workforce development, health care, and criminal justice reform investments.
State Sen. Gary Winfield, D-New Haven, said what he saw in Lamont s budget proposal is not equity.
“Equity requires us to do things in a way that are not equal across the board. It requires us to focus on things. It requires revenue, quite frankly,” said Winfield during a briefing Thursday with Lamont’s budget director. ....
