The Mystic River Bluffs abomination exemplifies Groton government on high octane. Now that the zoning commission seems to have rejected the town’s dream of a floating zone, Planning and Development Director John Reiner says the “ball is in Respler’s court.” Wrong! Respler and his proposal have been found wanting. Zoning commissioners have effectively nullified the plan. The state has terminated Respler’s Oral School lease. It is time to close the court, retrieve the ball, and open a new round of proposals, this time ensuring full public participation and transparency. ....
Groton A 161-acre land parcel off Noank Ledyard Road in Mystic is in line to be the town’s latest open space acquisition. The town recently received a $352,000 grant from the state Department of Energy and Environmental Protection s Open Space and Watershed Land Acquisition Program to purchase the vacant parcel, called the Wolfebrook property, which is bordered to the north by the Fields of Fire complex and to the south by Regatta Circle and Chelsea Way. The town and the Groton Open Space Association also are slated to contribute to the purchase price. The state announcement notes that the property will provide a link between town-owned open space to the north and south and will provide for nearly 200 acres of protected land between Route 1 and I-95. ....
Groton The developer proposing a mixed-use village at the Mystic Education Center property is “exploring all our options” after the town’s Planning and Zoning Commission made clear its concerns about overdevelopment of the site. While the commission did not make any binding decisions, it came to a consensus at a workshop last week that the town should not initiate a new floating zone for the property. The commission, however, would be open to a zone change, such as to a rural residential RU-40 zone or potentially RU-20 zone for part of the property, Planning and Development Director Jon Reiner said. Those rural residential zones call for lower density than what is included in the developer s proposal and allow for uses including single-family residential, attached two-family residential, some type of age-restricted housing and similar types of development, and some business uses. Published June 23. 2021 5:15PM The Town of Groton Planning and Zoning Commission held a Zoom public meeting workshop June 14 to discuss applicable zoning regulations for the development of the Mystic Oral School. Public meetings are normally recorded. There is no official recording of this pivotal meeting. I, personally, took eight pages of notes, but they are not a public record, nor do they capture the nuances of what was discussed. Why did town staff neglect to have the meeting recorded? This meeting set the parameters for any application to follow in order to develop the Oral School property. It is nigh on criminal to have failed to record this meeting for the record. It reduces any further conversation about the outcome to a he said, she said discussion. ....
