Possible settlements could include lawsuits involving former Community Development Director Kristen Poshard or the Veteran’s Assistance Commission. An amendment to the Madison County Board’s Agenda Monday included an executive session “for the purpose of discussing pending or imminent litigation” to be followed by an open session “for the purpose of approving settlement of pending litigation” discussed in the executive session. ....
Jail project nearly done, prisoners being returned Scott Cousins, scousins@thetelegraph.com FacebookTwitterEmail EDWARDSVILLE The $14 million Madison County Jail renovation is nearly completed with workers out of the cell blocks, according to sheriff’s department officials. Chief Deputy Sheriff Maj. Jeff Connor told the Madison County Board’s Judiciary Committee Friday that several prisoners will be moving from the Alton Police Department to the county jail. “It is going to be a process relocating the inmates in Alton,” Connor said. “That process has started effective today.” The jail renovation took several years. It corrected a number of issues and made improvements, but it did not increase capacity at the jail. ....

No evidence for the rumor ever turned up. The team searched for political activity inside the courthouse and found it only on the Democratic side of the fence. Top Democrats wound up explaining why party messages showed up in their computer mailboxes. Illinois Attorney General Kwame Raoul, who replaced Gibbons as prosecutor by court order, brought no charges against any Republicans. ....

LOUIS – Kristen Poshard, who claims Madison County fired her for resisting harassment by former county board member Phil Chapman, will try to settle with Chapman and the county next month. On Feb. 9, at the request of all parties, U.S. Magistrate Judge Gilbert Sison set a settlement conference March 25. He directed the parties to deliver their positions under seal by March 18. The county hired Poshard as chief deputy administrator for community development in 2016, at a salary of $92,000. The county board terminated her in October 2017. She sued the county, Chapman, county board chairman Kurt Prenzler, and former county administrator Doug Hulme in 2019. ....

EDWARDSVILLE – Former Madison County officials Doug Hulme and Rob Dorman say they continue gathering evidence that proves a two-year-long criminal investigation of them was started because they tried to stop Democratic Party political activity on county time. Illinois Attorney General Kwame Raoul, who investigated Hulme and Dorman for allegedly spying on internal emails of county officials and employees, ended the case in late 2019 after finding no basis for bringing charges. Since then, through multiple Freedom of Information Act (FOIA) requests, Raoul’s office has released to Hulme and Dorman more than 2,000 pages of documents related to the investigation initiated by former state’s attorney Tom Gibbons, a Democrat. Gibbons assembled a task force of 33 city, county and state law enforcement officers in December 2017, which then carried out a ....
