The Netherlands’ online gaming licensing process has launched at long last, despite being hit by a last-minute delay, this time due to a technical flaw in the online application portal operated by the Kansspelautoriteit (KSA).
The portal allowing the application for licences under the country’s Remote Gaming Act was due to open at 08AM CET today (1 April), coinciding with the legislation coming into force.
However the regulator put out a message saying it would not available, after another flaw was revealed during the latest tests. ....

Minister for Legal Protection Sander Dekker has pushed back for one month the Dutch Remote Gambling Act (KOA) coming into effect to 1 April 2021, with the date to re-open the market set for 1 October.

The latest delay according to Dekker results from the Government s conclusion that slower implementation of the laws creates a stronger regulation environment:
“Although the implementation is proceeding energetically, it has now become clear to all involved that careful implementation takes a little more time.” ....

The Dutch Government has submitted the country’s secondary gambling regulations to the country’s official gazettes, adding a ban on using sports teams in advertisements, though sponsorship is still permitted, and changing some rules around bonusing.
The regulations, which had largely been submitted in consultations and to the European Commission, set out how online gambling may be conducted in the Netherlands once the vertical is legalised later this year.
Earlier versions of the regulations already banned gambling businesses from using individual athletes in advertising in an effort to protect young people, as it said these athletes were likely to be seen as role models. Non-sporting celebrities with particular appeal to young people were later added as well. ....

Netherlands online gaming launch delayed once again

The launch of the online gaming market in the Netherlands has been further delayed after the Dutch Remote Gambling Act (Koa) was pushed back by a month.
Minister for Legal Protection Sander Dekker, announced that Koa will now come into law on 1 April instead of 1 March, giving operators a further month to submit licence applications to the Dutch Gaming Authority (KSA).
With the online market not due to open six months later, the new launch date has been set to 1 October, from the previous 1 September date.
Dekker explained the reason for the delay was that more time is needed for the “careful implementation” of the new online gaming laws, to create a stronger regulatory environment. ....
