Texas lawmakers have passed a new bill aimed to protect dogs left outdoors, ensuring they have proper shelter and water.
Texas lawmakers have passed a new bill aimed to protect dogs left outdoors, ensuring they have proper shelter and water.
Animal advocates have been fighting to get this done for six years through three legislative sessions, finally getting the bill passed this week.
Those behind the bill say this is not about punishing dog owners but educating them and giving local jurisdictions the tools they need to save dogs from inhumane conditions. ....

Safe Outdoor Dogs bill top priority for Texas Humane Legislation Network

Extreme weather can be a dog’s worst enemy if they are left outside without adequate shelter, food and water.
This was gruesomely highlighted during the winter snap in Texas in February that brought snow, ice and sub-freezing temperatures for days.
During the storms, Stacy Sutton Kerby with the Texas Humane Legislation Network (THLN) said their offices received hundreds of calls about dead or dying dogs that were left out in the cold.
The situation spurred on the THLN’s already dogged determination to get a state bill passed that would provide more protections for outdoor dogs.
The struggle to pass such a law is not unique this year and has been in the process for four Texas Legislative sessions. ....

February s bitter winter weather sadly claimed the lives of hundreds of Texas dogs as they perished unnecessarily, chained up outside. As a volunteer for Texas Humane Legislation Network, we received many phone calls and pictures from across Texas of dogs freezing and dying.
That is why the Texas Legislature must pass HB 873 / SB 474 to protect dogs kept outdoors and the public around them. The legislation ensures dogs have adequate shelter from extreme temperatures, access to drinking water, and can move around without being trapped in standing water. HB 873 will fix the current, broken law, allow law enforcement to intervene in dangerous situations, and protect Texans and Texas animals. ....
