Council to Address City Transit System Budget Shortfall


The Hopkinsville Committee of the Whole voted to send a budget amendment ordinance to the full Council to provide additional funding to Pennyrile Allied Community Services (PACS) to cover transit system shortfall for the remainder of this fiscal year.
As previously reported by the News Edge, council members requested at the March 16 meeting to hear from PACS representatives after learning from City Financial Officer Robert Martin the transit system would be over budget by the end of this fiscal year. He explained that Council would need to make a budget amendment of around $25,000 for this fiscal year and approximately $150,000 for next year if they wanted to continue the transportation in the city at the same level. ....

City council hears update on non-partisan elections committee, financial report


During the monthly financial report, Chief Financial Officer Robert Martin says that the PACS transportation budget is set to go seriously over budget, due to a variety of record keeping issues in the past. He says it’s something that will need to be addressed in the near future with some type of budget amendment.
Councilmember Tom Johnson says he wants to see some documentation and reports, detailing where the previous finance directors went wrong and how those issues are being addressed now.
In other action, city council approved amendments to the operational and capitol budgets that adds new COVID-19 federal relief funding and increases the capitol budget at the Hopkinsville Police Department up to $475,000 and allocates $330,000 to go towards renovations at the Old First City Bank building. ....
