Oklahoma tribal leaders say data error cut into CARES Act relief aid


Shawnee Chief Ben Barnes grieved for people who died every week from COVID-19.
When families called the tribe to help pay for funerals, Barnes had to turn them down. 
The U.S. Treasury Department counted the tribe’s population as zero instead of 3,100 when it distributed CARES Act relief funding a year ago. Bad data forced Barnes and other tribal leaders across the U.S. to respond to the pandemic with little federal aid.
During the worst point of the pandemic in northeast Oklahoma, Barnes said he learned about new infections every day and two to four deaths a week. ....

Indiana University recently announced new measures developed in collaboration with federally recognized tribal nations to strengthen relations with tribes and ensure compliance with the university’s legal and ethical obligations.
Under the Native American Graves Protection and Repatriation Act, institutions receiving federal funding are required to treat human remains with “dignity and respect”; recognize that human remains and other cultural items removed from federal or tribal lands belong to lineal descendants, Native American tribes and Native Hawaiian organizations; and partner with those parties in determining the disposition of those remains and cultural objects. ....

Justin Neely, director of language for the Citizen Potawatomi Nation, grew up among elders who told him that if the Potawatomi language is lost, so are the Potawatomi people.
Now, the tribal elders who speak those Native American languages are dying from COVID-19 and COVID-complications at much higher rates than white populations.
Neely compared the death of a speaker to a library burning down. He said there are seven unique tribes of Potawatomi in the United States, and among all Potawatomi there were fewer than 10 first-language speakers left going into the pandemic. Due to COVID-19, some of those might have died in the past year. ....
