Township supervisor in Franklin County charged with stealing $150,000 from taxpayers to make home improvements

FRANKLIN COUNTY, Pa. A township supervisor in Franklin County has been charged with stealing approximately $150,000 of taxpayer money to fund improvements on his own property, Pennsylvania Attorney General Josh Shapiro announced Wednesday.
The 45th Investigation Statewide Grand Jury charged Quincy Township Supervisor Kerry Bumbaugh, 56, with with two counts of Conflict of Interest, two counts of Theft of Services, Theft by Unlawful Taking, three counts of Theft by Deception, Insurance Fraud, Forgery, two counts of Tampering with Public Records, two counts of Tampering with Records or Identification, Attempted Tampering or Fabricating Physical Evidence, and Securing Execution of Documents by Deception, Shapiro said in a press release. ....

Kerry Bumbaugh, 56, of Waynesboro, was charged Wednesday with using his position of power for his own financial gain, requiring township employees to perform work improving his private residence while they should have been working for the township, according to a press release from the Attorney General s Office. 
He is also being charged with creating manipulated and falsified documents in order to cheat governmental grant providers, and other funding sources, by regularly inflating invoices to cover both personal and township expenses.
Attorney General Josh Shapiro and the 45th Investigating Statewide Grand Jury announced that the Office of Attorney General has charged the Quincy Township Supervisor for defrauding an estimated $150,000 from Quincy Township and the Commonwealth of Pennsylvania. This investigation was conducted in partnership with the Federal Bureau of Investigation.  ....

Squatter Arrested In New Bend Home
A 32-year old Bend woman was arrested after police discovered she had been living in two newly constructed homes without permission. Police discovered Kizzie Ann Blunt had been in one of the homes for about a week, after a contractor alerted authorities.
Here’s the full story from Bend Police: On February 18, 2021 around 1:00 p.m. the Bend Police responded to the area of 59 SE Cessna Drive for reported theft of building materials at the construction site. The contractor also reported that someone had broken into and was living in newly constructed homes.
The contractor explained to the officer that for the last several months, building materials have been stolen from the construction site and recently he has noticed personal property left inside a newly constructed home.  The officer and contractor also witnessed food in the cupboards and cigarette burns in the new carpet. In the months of April-June, San Marcos saw a tragedy with the killing of San Marcos Police Department Officer Justin Putnam. San Marcans also participated in civil-rights protests seeking justice for George Floyd and Breonna Taylor. As the summer began in 2020, COVID-19 cases began to spike.

On April 1, the Daily Record reported that Hays County Judge Ruben Becerra announced the county would receive 2,000 COVID-19 tests through an agreement with Reliant Immune Diagnostic’s telemedicine application MDBox. The tests, however, would become a source of contention and never became available to the county. The CHRISTUS Santa Rosa Health System completed its acquisition of Central Texas Medical Center on April 1. The hospital was also renamed to CHRISTUS Santa Rosa Hospital - San Marcos.
