Haverhill Councilors Reconsider $217 Million City Budget Tonight; Year Starts Thursday

Haverhill City Councilors take up the city’s proposed $217 million spending plan tonight with little time to spare with the new budget year beginning Thursday.
On the Council agenda is what appears to be an attempt at breaking the deadlock between a majority of the City Council and Mayor James J. Fiorentini. Councilors will consider an order placing $500,000 in cannabis “impact fees,” if collected, into an account for youth activities and mental health. The amount is an increase from the $358,000 the mayor suggested last week as a compromise, but falls short of the $700,000 some councilors requested. Fiorentini said he is willing to dedicate a portion of an impact fee, which is being challenged by at least one cannabis retailer, but not the undisputed local option tax. ....

Council Says Add Three Months to the Meter Before Restarting Paid Downtown Haverhill Parking

The Haverhill City Council says now is not the time to restart paid parking in the downtown area.
Council Vice President Colin F. LePage said Tuesday night the purchase all new equipment and signs is in the works but he said any plans to reinstate paid parking before that equipment is in place would be a mistake.
“So they’re looking to get all new parking kiosks, meter heads and such and do signing with the new hours and the new rates, but that won’t be in place until three months from now,” he said. ....

MS Captain Red Makes Its Downtown Haverhill Debut Friday; Harbor Commission Meets Today

The MS Captain Red, a 105-feet long, 28-feet wide passenger ship, is expected to make its arrival in downtown Haverhill during high tide this Friday.
In advance of its arrival, major heavy-duty moorings were installed by crane Sunday in the Merrimack River, off Water Street in Haverhill. Tonight, members of the Haverhill Harbor Commission meet to work on final details. Tim Slavit, son of legendary beloved harbormaster William J. “Red” Slavit for whom the ship is named, explains the Harbor Commission’s role. ....

Council Approves Merrimack River Condos After Developer Agrees to Further Concessions

Clarification: The story has been updated to note that while the developer agreed to reduce the number of units to 45, the City Council did not include the revised total in its vote.
The third try was a charm for plans to build three waterfront condominium buildings on the Merrimack River in Bradford.
The Haverhill City Council, last night, voted to approve construction of what ultimately was 48 condominiums by developer Ernest Cioto on a 1.4-acre property located at 38 Railroad St. At one point, the developer agreed to drop one unit from each building for a total of 45 units, but councilors did not make the amendment. Chris Crump, one of the project’s architects, described the plans. ....
