Criminal charges are not likely to be filed over a video in which a teen boy says he will shoot all black people with his handgun, according to Tuscarawas County Sheriff Orvis L. Campbell.
The 15-second video was originally posted on the TikTok video-sharing service during the summer. It has since been put on Facebook. It was recorded in a moving vehicle, which the speaker appears to be driving. 
In the video, the boy makes numerous inappropriate and racially derogatory remarks that included a reference to shooting people in the head and starting the practice of slavery again, Campbell said in a prepared statement Sunday.  ....
