Four arrested on drug and weapon offenses Staff report Bria Gilliland, Chad Haynes, Stanley Abdul Lamar Howard Jr., and d Terrence West were arrested Tuesday, July 20, 2021 PORTSMOUTH — Portsmouth Police Chief Debby Brewer and Scioto County Sheriff David Thoroughman announced that three Portsmouth, Ohio residents have been arrested on drug and weapon offenses. The arrests are results of an investigation conducted by the Southern Ohio Drug Task Force. The task force consists of narcotics detectives from the Portsmouth Police Department, the Scioto County Sheriff’s Office, and agents with the Federal Bureau of Investigation. At approximately 11:38 a.m. on July 20, 2021, task force officers assisted by Portsmouth Police Department S.W.A.T. executed a search warrant at the residence of 41-year-old Stanley Abdul Lamar Howard Jr., located at 2206 8th St. Portsmouth, Ohio.

On Thursday, May 13, 2021, at approximately 8:53 a.m., Scioto County Common Pleas Court Adult Probation Department assisted by detectives with the Southern Ohio Drug Task Force and members of the Portsmouth Police Department S.W.A.T conducted a visit of the residence of 38-year-old probationer, Brian Christopher Carr, at 16747 B Old US 52 West Portsmouth, Ohio.

An investigation conducted by the Southern Ohio Drug Task Force and the United States Postal Service led to a law enforcement operation being conducted by task force detectives, Portsmouth Police Department S.W.A.T., and additional Portsmouth Police Department personnel on Friday, April 30, 2021, at approximately 12:24 p.m. at 1408 1 /2 17th Street Portsmouth, Ohio. The operation resulted in the arrests of Grant Ashley Underwood age 44 of Briary Road Quincy, Ky. and Shawn J. Kimble age 20 of the 17th Street address for possessing approximately two and one half pounds of suspected cocaine, which is a felony of the 1st degree. The estimated street value of the suspected cocaine seized is $44,000.
Seven arrested during law enforcement operation Staff report PORTSMOUTH — Portsmouth Police Chief Debby Brewer and Scioto County Sheriff David Thoroughman announced that seven people were arrested, and suspected drugs were seized, during a law enforcement operation on Thursday, April 15, 2021, at approximately 3:19 p.m. The Portsmouth Municipal Court Probation Department, assisted by the Southern Ohio Drug Task Force, Portsmouth P.D. S.W.A.T., and Ohio Adult Parole Authority, conducted a probation visit at an apartment located at 1902 Apt. I Kendall Ave. Portsmouth, Ohio. Upon entering the apartment, officers identified and apprehend 20-year-old Michayla Storm Weaver of Grandview Ave. Portsmouth, Oh. Weaver had an indictment for her arrest, issued by the Scioto County Common Pleas Court, pertaining to felony drug charges. 57-year-old Richard E. Scott of 7th St. Portsmouth, Oh., was arrested on a warrant for violating felony probation, issued by Scioto County Common Pleas Court. 42-year-old Ryan Gifford of SR 139 Lucasville, Oh., was arrested on outstanding warrants issued by Portsmouth Municipal Court and New Boston Village Court. A 17-year-old female juvenile from Portsmouth, Oh., was arrested on a warrant for violating probation and being considered a “runaway”.

PORTSMOUTH — Portsmouth City Council will reconvene for the first time this month on Monday, a meeting with 11 items on its agenda and multiple appropriations at stake. Starting with third reading, the council will review two pieces of legislation focused on renewable energy and a possible lease agreement for a museum. The former would allow the voters of Portsmouth a say in whether or not the city should adopt a Wholesale Electricity Purchase/Renewable Energy Program. As City Manager Sam Sutherland said in a letter, Athens and Chillicothe have enacted similar systems and the council would still need to draft legislation depending on the vote.

Sheriff David Thoroughman and Chief Debby Brewer advised that this is the first of many to come. “If we are to have safer/stronger communities, we have to have strong partnerships with our local, state and federal law enforcement agencies,” the agencies said in a release. “This holds true for the other governmental agencies, private business/organizations and our community that we serve. We have to strengthen and grow those relationships to better serve our community.”

On Saturday, February 6, 2021, at approximately 7:39 a.m., officers executed the search warrant at the residence of 35-year-old Kyle K. Everman of 1918 Apartment E Kendall Ave. Portsmouth, Ohio. During a search of the residence, officers seized approximately (120) grams of suspected cocaine and digital scales. Estimated street value of the suspected cocaine seized is $12,000.
