A bill that would protect churches from arbitrary government closures was criticized by a national group Wednesday that promotes lesbian, gay and transgender rights.
That criticism provoked a sharp rebuke from the bill’s sponsor and the highest ranking member of the South Dakota Senate, Sen. Lee Schoenbeck, who said his bill has nothing to do with groups of people or specific religions. ....

A bill that would require medical providers to give the same care to babies born out of botched abortions as they would to babies born in other situations is on pause for lawmakers to consider a last-minute amendment proposed Monday morning. 
The bill, House Bill 1051, was deferred by the Senate Health and Human Services Committee to be heard Wednesday. 
Mitchell Rave, a lobbyist for Sanford Health, submitted to the committee on Monday morning an amendment that would include palliative care, or comfort care, as an option for medical providers and families after the baby is born. ....

A South Dakota legislative committee squashed a bill that would have required someone s biological sex to remain on their birth certificate.
House Bill 1076 was sent to the 41st day by a 6-0 vote Friday morning after senators said they felt the bill would do more harm to the transgender community in South Dakota. 
I would hope that we can instead of attacking the trans community, we can start supporting the community, said Sen. Red Dawn Foster, D-Pine Ridge, after seconding the motion from Sen. Mary Duvall, R-Pierre, to get the bill off the calendar.  ....

PIERRE, S.D. A judge-turned-lawmaker urged colleagues in the South Dakota Senate on Tuesday to abolish the state’s death penalty for almost all crimes, recalling that one of the most difficult actions he took during his career on the bench was sentencing a man to die.
Republican Arthur Rusch presented his case for a bill that would allow the death penalty only for people convicted of killing a law enforcement officer or firefighter.
The South Dakota Catholic Conference and some conservative lawmakers are supporting the bill, but their fellow Republicans, prosecutors and a murder victim’s family are actively opposing it. ....
