Coastal access: CRMC deems Public Street in Providence as right-of-way


From its name, you d assume that Public Street was intended for the public. 
But before the attorney general s office intervened last winter, fences blocked off the road s eastern terminus where it meets the Providence River. People from low-income neighborhoods in South Providence and Washington Park were cut off from one of the few places where they could walk to the waterfront and fish. 
Now, the long-overlooked stretch of gravel and asphalt,
which attorneys say should have been open all along, will be permanently protected as a public access point. The Coastal Resources Management Council voted unanimously on Tuesday night to designate Public Street as a shoreline right-of-way, a move that will prevent it from falling into private hands and becoming off-limits forever.  ....

Activists slam state's 'deplorable' plan to move buses out of Kennedy Plaza


Given that the plaza s buses, operated by the Rhode Island Public Transit Authority, are heavily used by riders of color, opponents have found the plan all the more troubling. Keys called the situation  deplorable.
They removed Providence Plantations from the name, but they’re still treating us like we’re in the plantation, said Keys. I think that’s the best way to say it.

In face of rider complaints, Kennedy Plaza bus plan still work in progress
The plan to break up the Kennedy Plaza bus hub is still in flux and its effects on bus service unknown, the state Department of Transportation said in response to a discrimination complaint by transit and community groups.
Construction of the $35-million plan to replace Kennedy Plaza with new hubs at the Providence Train Station and on Dyer Street is set to begin this summer despite opposition from numerous groups and the Providence City Council. 
In January, Grow Smart RI and the South Providence Neighborhood Association filed a federal civil rights complaint against the project, arguing that it will harm bus riders who are disproportionately  people of color and low income populations across Rhode Island. ....

A REPORT filed on Tuesday by the R.I. Department of Transportation Office of Civil Rights in response to a Title VI complaint said the Providence Multi-Hub Bus System proposal is too preliminary to be found in violation of federal anti-discrimination law. /PBN GRAPHIC/ANNE EWING
PROVIDENCE – The R.I. Department of Transportation’s Office of Civil Rights says it is too early determine whether the state’s downtown transit proposal violates federal anti-discrimination policies.
The six-page report dated April 13 and shared with Providence Business News on Wednesday was issued in response to the Title VI Civil Rights Act complaint filed by Grow Smart RI and the South Providence Neighborhood Association in January. A group of transit and environmental justice activists has filed a Title VI Civil Rights Act complaint against Rhode Island s Department of Transportation, reports Christian MilNeil. The plaintiffs argue that the Department s plans to dismantle downtown Providence s Kennedy Plaza, Rhode Island s biggest transit hub, would take valuable resources away from communities of color and amount to a violation of civil rights.
