Budget's mental health pledges rely on deals with states and workers that don't exist, experts warn | Australian budget 2021

Mental health promises in the federal budget are contingent on deals with the states and territories that have not yet been negotiated and on a boosted workforce that does not yet exist, raising doubts that the extra funding will fix systemic problems.
Tuesday’s budget included a $2.3bn mental health package which is being touted by the federal government as “the largest single mental health and suicide prevention” plan in budget history. It will see $278m spent on 10 new Headspace clinics for youth, while $298m allocated to suicide prevention will include a new National Suicide Prevention Office. ....

Federal budget 2021: Mental health services to receive record investment

Mental health treatments will be transformed in the biggest changes to the sector in a generation, with a $2.3 billion investment to include aftercare services for people who attempt suicide and a world-leading online platform for counselling, clinical support and referrals.
A landmark national network, including 57 additional treatment centres for adults, will be created with the extra resources, as well as more services for young people and children through the Head to Health and headspace programs.
Almost $250 million extra has been allocated for prevention and early intervention.

Prime Minister Scott Morrison said he had taken an ambitious reform plan to the national cabinet that recognised the need for a system that could intervene early to help people before their mental health conditions and suicidal distress worsened. ....

The second “pandemic” budget was delivered by Australia’s Treasurer Josh Frydenberg on Tuesday. “Australia is coming back,” he said. “The Australian spirit has shone through.”
Showcasing the Australian economy, he said the deficit for 2021-22 will be at $106.6 billion – $53 billion lower than forecast in the last budget in October 2020. “Unemployment is at 5.6 per cent, lower than when the Coalition came into government,” he said.
“The COVID-19 recession will see our deficit reach $161bn this year, falling to $57bn in 2024-25. With more Australians back at work, this year’s deficit is $52.7bn lower than was expected just over six months ago in last year’s budget. Net debt will increase to $617.5bn or 30 per cent of GDP this year and peak at $980.6bn or 40.9 per cent of GDP in June 2025.” ....
