SC penalizes PhilJA officer for conduct prejudicial to best interest of service

The Supreme Court (SC) has penalized the chief judicial officer of the Philippine Judicial Academy (PhilJA) for helping facilitate the distribution of pamphlets of then Sen. Ferdinand “Bongbong” Marcos Jr. to the offices of the justices on July 1, 2019.
An investigation conducted by the SC’s Office of Administrative Services (OAS) showed that the pamphlets entitled “The Election Protest of Bongbong Marcos, A Simplified Illustration as of May 2019” advocated for a ruling in Marcos’ election protest pending with the Presidential Electoral Tribunal (PET) which is composed of all SC justices.
At the time of the distribution of the pamphlets, the election protest filed by Marcos against Vice President Ma. Leonor “Leni” Robredo was still pending with the PET. ....

Vice President Ma. Leonor “Leni” Robredo on Friday, July 2, said former Sen. Ferdinand “Bongbong” Marcos Jr. “needs to concede and accept his defeat with grace.”
In her comment and opposition filed with the Presidential Electoral Tribunal (PET) which is composed of all Supreme Court (SC) justices, Robredo said Marcos’ motion to reconsider the tribunal’s decision that dismissed his election protest “must be denied for utter lack of merit.”
Last Feb. 16, in a unanimous vote of 15 justices, the PET upheld the victory of Robredo in the 2016 vice presidential election as it dismissed Marcos’ protest. ....

In a statement, Robredo’s lawyer Romulo Macalintal noted the “dispositive portion” of a decision was the final order or judgment by the court.
“Its dispositive portion clearly and unequivocally stated that the PET ‘dismisses the Election Protest by Protestant Ferdinand Bongbong R. Marcos, Jr. for lack of merit,’” Macalintal said.
The Supreme Court, acting as PET, which released on Tuesday a full copy of its ruling, had dismissed the case because Marcos was not able to justify an annulment of elections in the three Mindanao provinces Lanao del Sur, Basilan, and Maguindanao which was his third cause of action in his poll protest. ....
