WARREN Many people get Facebook friend requests from people they’re already friends with, accompanied by vague questions like, “How are you doing?” It’s a sure sign that a friend’s account has been “hacked” for some unknown purpose by someone sitting who knows where.
But when the operators of fake accounts start asking for money, that’s crossing the line.
“I just urge citizens to disregard anything where I would be asking them for money or anything like that,” Warren Mayor Jim Fouts said on May 6. “Obviously, it’s a fraud. I guess they’ve been sending things to City Hall employees under my name.” ....

WARREN The debate over outdoor burning in Warren was still smoldering, a week after the City Council passed an ordinance permitting and governing “reasonable” backyard fires at residential homes.
After council members unanimously passed an ordinance amendment that would permit the burning of dry, seasoned wood in approved pits or containers at residential properties, Mayor Jim Fouts vetoed it. But council members could vote to override the veto at their next regular meeting on April 27. An override would require five of seven votes to pass.
Calling attention to the recognition of “Earth Day” on April 21, Fouts said permitting open burning would contribute to greenhouse gasses and climate change. ....

WARREN A lawsuit over matters ranging from access to city contracts and legal opinions to the current budget, the tax rate and appointed positions in the mayor’s office has been settled by a unanimous vote of the Warren City Council.
But even after the vote on Jan. 26, sources said it remained unclear whether the terms would be met as agreed in the settlement between Mayor Jim Fouts and members of the council, who filed the lawsuit last summer.
“Unfortunately, we had to file a lawsuit to protect the charter and the integrity of the tax and budget process,” Warren City Council Secretary Mindy Moore said at the meeting, where the settlement was considered and adopted after it was added to the agenda that evening. “If we did not file this lawsuit, we would have incorrect tax bills, an incorrect city budget and this council would not have access to important city documents and records.” ....

What is typically a routine matter became the latest political football Tuesday for the Warren City Council when officials voted unanimously to table approving payment of the city’s general fund bills until administration pays all invoices from Plunkett Cooney law firm, the council’s special legal counsel.
The City Council approved payment of Plunkett Cooney invoices totaling $83,288 at its Nov. 10 meeting.
“This council voted to pay Plunkett Cooney and the administration is refusing to cut the check,” said Council Secretary Mindy Moore.

She indicated at the end of Tuesday s meeting that once Plunkett Cooney invoices are paid, she will call a special meeting of the City Council to approve payment of the bills that were tabled at last night’s meeting. ....
