City Manager Ken Striplin reported Monday on the draft budget for the upcoming fiscal year, delivering his report to the Santa Clarita City Council Budget Committee, which consists of Mayor Bill Miranda and Mayor Pro Tem Laurene Weste.
The total city budget is estimated at $240.2 million, representing a 13% increase over the current fiscal year. That total includes the city’s general fund, which Striplin said is projected at approximately $120 million, or a 9% increase in revenue.
The city is also projecting a 22% increase in sales tax revenue, 4% increase in property tax revenue, 8% increase in development revenues and a small increase in revenues from parks and recreation fees. Meanwhile, revenue from franchise fees and the city’s hotel tax are expected to remain flat. ....

Santa Clarita City Council members declined Tuesday to administer $6.8 million in state rental assistance funds for eligible residents who have been impacted by the COVID-19 pandemic and let the state handle those dollars but approved creating a program for them with $6.3 million from the federal government.
The federal dollars, which the city allocated in late January as part of the U.S. Treasury Department’s $25 billion for emergency rental assistance, are intended to cover a household’s rent, rental arrears and utilities for up to a year, according to Michael Villegas, a city management analyst.
California also received rental aid funds from the Treasury Department ($2.65 billion) and the state secured the $6.8 million for Santa Clarita residents. Both the state and the federal government have separate guidelines for recipients and for states and local governments on how to use the funds for residents. ....

Santa Clarita Among Top 6 Percent Of Fiscally Healthy Cities In California
The City of Santa Clarita was recently ranked in the top six percent of fiscally healthy cities by the California State Auditor.
The California State Auditor’s website features an interactive dashboard that compares the fiscal health of over 450 cities based on 10 financial indicators.
Santa Clarita received a low-risk designation and received perfect scores in the categories of liquidity, general fund reserves and in both pension and other post-employment benefits (OPEB) obligations, receiving a total combined score of 93.47, according to the City.
“With the guidance and financial stewardship of our City Council, we were pleased to see the City’s overall score go up over last year’s,” said City Manager Ken Striplin in a statement. “The City remains in good financial standing, despite challenges and unforeseen circumstances that arise throughout the years.
