Based on community survey responses, the Community Police Review Board will be considering several issues as it continues to draft changes to provide oversight of complaints against police, including whether the board can play a more active role in complaint investigations.
As part of its meeting Thursday evening, the board discussed the more than 250 survey responses it received regarding proposed changes to the ordinance. The survey asked multichoice questions, but also provided space for respondents to leave comments to explain their responses. ....

Amid concerns with the number of people camping throughout the city, Lawrence city leaders will soon meet with local social service providers and county leaders to discuss the problem of homelessness and what is being done to address it.
As part of its study session Tuesday, the Lawrence City Commission will receive a presentation on the various services supporting people experiencing homelessness as well as efforts being made by Douglas County leaders. The commission requested the study session after some residents called for the community to take immediate action to help house the unsheltered people of Lawrence and others expressed concerns about the number of people camping in parks and other public areas throughout the city. ....

The outside consultant the City of Lawrence hired to study its police department has been gathering input from city and police leaders and will soon be gathering it from the public. And that feedback could help inform changes to police duties and shape the city’s search for a new police chief.
In the wake of national and local calls for police reform and protests against police killings of Black people and other people of color, the Lawrence City Commission agreed in October to pay Citygate Associates $117,833 for a comprehensive study of the police department and the creation of a new master plan. After an analysis of police policies and data, input from residents and interviews with city leaders and staff, consultants will make recommendations on what could be major changes to the department. City leaders have voted to continue funding a cold-weather shelter for homeless people at a local hotel for now, but because of safety issues and the significant amount of program funds going to repair property damage, they are urging city staff to seek alternatives.
Volunteers running the program and some social service professionals who are not involved with it expressed concerns regarding the security and efficiency of the program at the City Commission’s meeting Tuesday night. Commissioners said they shared those concerns. They voted 4-0, with Commissioner Stuart Boley absent, to allocate another $200,000 for overnight shelter programs, and they directed city staff to devise ways to use that money beyond the current hotel program. City staff was also asked to coordinate with the Lawrence Community Shelter and other local social service organizations in its effort to find a new way to shelter the more than 100 people ....
