El Cajon rolls out new business programs and grants

El Cajon continues to help small businesses that have been facing difficulties in the COVID-19 era.
The City Council on Tuesday approved a new Business Assistance Plan that will pay the cost of business licenses in 2021 for all businesses based in El Cajon. Any business that has already paid its license fees for this year will receive a credit for next year.
Including home-based businesses and commercial enterprises, there are between 500 and 1,000 businesses in the city, El Cajon officials said. They expect to dole out about $225,000 to pay for the licenses.
The city is also launching a Business Grant Program beginning Monday, May 3, that will allot up to $15,000 to businesses hiring new employees. ....

El Cajon mulling over how best to use 'American Rescue Plan' funds

El Cajon is in the early stages of planning what to do with about $34 million it is receiving from the American Rescue Plan Act of 2021.
The relief plan, signed into law by President Joe Biden on March 11, included $350 billion in financial assistance to state and local governments. The precise amount of financial aid to local governments is determined by a modified Community Development Block Grant formula that considers such factors as population, poverty level and housing needs.
El Cajon will receive half the money this year and the other half in 2022, according to a staff report presented to the City Council last week. All funds are required to be expended by Sept. 30, 2024. ....

El Cajon has started using just over $204 million in pension obligation bonds to pay down its unfunded liability the gap between how much is needed to pay retiree benefits and the amount of assets a jurisdiction has with the the state’s pension system.
Each year, taxpayers pay tens of millions of dollars to the California Public Employees’ Retirement System to fund lifetime pensions for existing and retired city employees. El Cajon currently owes more than $200 million to CalPERS, which requires its clients, including El Cajon, to pay off debt over the next 25 years at a current interest rate of 7 percent. ....
