New lawsuit challenges Rehoboth's accessibility

A lawsuit has been filed against Rehoboth Beach claiming the civil rights of the plaintiffs have been violated because the city doesn’t provide them the accessible parking needed to have reasonable access to the shops and restaurants on Rehoboth Avenue. City commissioners have scheduled a special meeting for Monday, May 10, to conduct a strategy session on the issue.
In a case filed April 12 in U.S. District Court, plaintiffs Brigitte Hancharick, Ilse Payne and Robert Payne claim the city does not provide sufficient accessible public street parking on Rehoboth Avenue and the blocks abutting it, thereby harming the plaintiffs and other people with disabilities by denying and excluding them from a public service in violation of Title II of the Americans with Disabilities Act. Hancharick is 33 years old and lives with her parents. Her primary mode of transportation is a ramp-equipped van owned by her parents. The Paynes are a married couple – Ilse is 87, Rober ....

Rehoboth Beach patrol charter change legislation introduced

Charter change legislation allowing the Rehoboth Beach city manager to delegate all supervisory authority, including oversight of the beach patrol, has been introduced.
House Bill 156 was introduced April 20 by Speaker of the House Rep. Pete Schwartzkopf, D-Rehoboth Beach. It was assigned to the House Administration Committee, of which Schwartzkopf is a member. Sen. Ernie Lopez, R-Lewes, Sen. Bruce Ennis, D-Smyrna, Sen. Dave Wilson, R-Bridgeville, and Rep. Ruth Briggs King, R-Georgetown, have all signed on as bill sponsors.
General Assembly approval and the governor’s signature are required for all of the state’s municipalities to change their charters. The last time Rehoboth went through this process was in 2019 – one change made sure the people who should be voting in town elections are; a second change created a lodging tax on hotels, motels and tourist homes. ....

Rehoboth Beach sells 84 Kent St. for $1.07 million

After owning the property at 84 Kent St. for nearly 100 years, Rehoboth Beach auctioned off the lot April 10 for $1.07 million.
The building has been vacant for years, but it had been the longtime home to the Kiwanis Club and Boy Scout Troop 85. Scout posters were still hanging on auction day.
The city embarked on selling the property three years ago, when its generally vacant status was brought to light at the beginning of the city’s ongoing nativity scene saga. The foam creche figures for the nativity scene were being stored at 84 Kent St. because the Kiwanis Club had been responsible for setting them up at the Bandstand for many years. The agenda for the commissioner meeting this Friday, April 16, calls for a possible settlement agreement in the lawsuit filed by the Knights of Columbus against the city. ....
